ATTENTION TO ORDERS!

It has been two week's since my proclamation that issues will be resolved in
the CMC. I am writing to you tonight to inform that this is in fact the
case.
I have just finished a very lengthy conversation with Gen. Jim Monroe,
Commandant of the Colonial Marine Corps., and consultations with several
members of the CMC. I am pleased to announce that Gen. Monroe will be
retaining his command of the CMC and that we have mutually agreed on the
changes that need to be made in order to best provide for our members.
Until now, Gen. Monroe and several others involved in the CMC have been
trying to re-create the structure and prestige that was the Colonial Marine
Corps prior to the holocaust and the scattering of our proud fleet.
The idea was to scale down what we had and to try to re-build the glory days
when the Marines and the Colonial Fleet ruled the cosmos as far as we could
see. Sadly this is no longer the case. Our once proud institutions have been
scorched and leveled by the cowardly cylon attack.
In this light we must forge a new future. I call upon all Marines and Fleet
personnel, indeed all that remains of our proud Colonies, to assist us in
building a bright and sustainable future for us all.
In order to best reflect our new reality we must accept a few things as
fact.
1.) We no longer have the vast, mighty institutions we once had.
2.) We no longer have the equipment and production capability we once had.
3.) We are now expeditionary forces.
This being the case, effective immediately, the Colonial Marine Corps is
being restructured to mirror the Fleet model to the extent possible.
Deviations from this model will be taken on a case by case basis.
CDF CMC HQ will consist of the following positions;
1.) CMC (Commandant of the Marine Corps.)
2.) CMC Comms. (Chief of Marine Communications)
3.) CMC Ops. (Chief of Marine Operations)
Marine Divisions will follow the Fleet numbering model, 3rd Fleet/3rd
Division etc,..
Each Marine Division will have a CO, XO and as needed a Comms and Ops
officer. To be approved in advance by CMC HQ.
The minimum rank required for Division CO is Colonel. Any CO may promote
those below him/her to a maximum of two rank slots below the promoters rank,
and need to be reviewed by CMC HQ. Promotions are to be handed out one rank
increase at a time unless special circumstances exist in which case the
skipping of ranks must be approved by CMC HQ in advance. The Minimum rank
for CO of an Marine Unit is Captain.
Individual Units within this structure will be referred to as "MEU's"
(Marine Expeditionary Units) or alternatively "MarDet" (Marine Detachments).
MarDet's will be assigned to a Battlestar, Gunstar or civilian ship as
needed and available.
Individual unit's will be numbered along the Fleet model 3rd Div. 1st unit
will be known as the 31st etc,. Alternatively we are also looking at
numbering unit's according to the ship they are assigned to; BSR-01 would be
home to the 1st MEU, BSR-06 would be home to the 6th MEU etc,.. We would
greatly appreciate your, the memberships, thoughts and opinions on this.
No heavy or medium armor exists. Nor the capacity at this time to produce
any. We simply do not have any and can think of no justification that would
place such objects normally aboard a Battlestar or Gunstar, since the Cylon
war ended more than 40 years ago, and active hostilities between the
colonies ended much earlier than that.
The "heaviest" armor remaining would be lightly armored and armed, personnel
vehicles similar to the modern HUMVEE and very few of those are in
existence. We will be assigning this type of vehicle on a case by case basis
in the near future.
Marine Pilots, this is probably the hottest issue of all. We are going to
allow Marines to be pilots on a very limited basis. Marines may pilot
Raptors only and only under limited circumstances. Marines will be assigned
to Raptors on a first come first served AND a case by case basis. This
assignment may or may not require a change to special rank. Details are
still being worked out on a few points for this change.
THERE WILL BE NO MARINE SQUADRONS OF RAPTOR PILOTS.
Marine Raptor pilots will be assigned to MEU's and there will a sufficient
quantity to "shuttle" the number of marines in the unit plus a couple of
extras,...
MARINE RAPTORS WILL NOT BE MODIFIED TO THE EXTENT THAT THEY BECOME ANOTHER
VIPER BY DEFAULT. NO PERMANENT WEAPONS ARE TO BE INSTALLED OR DESIGNED.
MARINE RAPTORS WILL RETAIN THERE CONFIGURABILITY FOR THE MISSION PROFILE.
WITH PRIMARY EMPHASIS REMAINING ON RECON AND TRANSPORT. IF WEAPONS ARE
REQUIRED THEY WILL BE INSTALLED FOR THE SPECIFIC USE AND THEN REMOVED AFTER
COMPLETION OF THE MISSION.
MEU's/MarDet's will be under the direct command of the CO of the ship to
which they are assigned, CMC HQ and Div. CO's are primarily for admin and
grievance purposes. They will also be responsible for collecting ideas, data
and imagery and forming it into the manuals and publications that will be
needed for the CMC.
A final draft of the new structure will be ready in about a week. Once ready
it will be published for distribution and then submitted for incorporation
into the new CMC manual to be formulated shortly there after.
Gen. Monroe will be contacting members within the CMC for filling posts and
re-assignment shortly.
The above described changes are effective immediately.
